Are you trying to go anime or realistic? Or is this sort of your style? Either way, go to books a million and grab you a couple of cartooning or comic drawing books. Trust me, I've shown people some of the simple tricks in those, and it makes a world of difference. I have a wizard magazine where one guy showed how they build catwoman and batman (works for any superhero) way back in high school and it help majorly.

His neck is too long. Look at the top of his head. There is something wrong with the hair. His eyes are too near each other and he's crosseyed. His lips are too low. His head is too big.

if its a cartoon doesn't matter all that much. Its called a dodgy hairstyle :P, could be a design feature. again, possibly a design feature.

Well, sure, cartoons, that's okay. But still, it's not really that aesthetically pleasing.

personally i wouldn´t draw on paper that´s got blue lines on it. get nice white ISO A3 = US ARCH B paper. and there´s something wrong with the lines. i can´t quite figure out what it is but i guess you press too hard onto the pen when drawing or keep going back and forth when creating a line.

the proportions of the head are good though. eyes in the middle, ears about the height of the eyes, nose starts right between the eyes.

i´d also recomend that you get a good drawing book. don´t be cheap. unfortunately with books like that the qualitiy decreases potentialy with its price.

keep up the drawing.

That reminds me of some of my early stuff, when I first started drawing. Keep it up. I also suggest picking up a book. A good one IMHO is "Drawing Cutting Edge Comics" by Christopher Hart. That is if you're going for a Comic Book style. It has everything from drawing basics to finding a agent.
