Anyone know a good way to find an X-Men style cartoonist?

I'm trying to put together a bit of a cheer present for my father who has been recently diagnosed with chronic lymphocytic leukemia; one of the things I need is a cartoonist who's willing to pencil a single image based on a photograph and my description, which will be put onto a book face cover and a t-shirt.

Does anyone know of a decent non-abstract cartoonist (ie., in the style of superhero comic books) who might work for pennies?
