Blue ink costs more. It requires more colors of ink, more printing plates, etc. With the old fashioned print shop I worked at, you could decrease the cost of your purchase of a large printing run if you only used 1 or 2 out of the 3-4 color bases (RGB or CMYK).

Edit: Gah! I'm probably wrong. It looks as though it may have just been the art style of the time.

My guess it has to do with the sun. Maybe the scenes are at sunset?

Also, what is seriously going on with the transistor glasses? What are those supposed to be?
