Well, first I used a Lighting Effects filter on the text. Then I used a blending mode with Bevel and Emboss using the Ring - Double for gloss contour, and a pretty small size. After that I coloured the text blue. Lastly, I duplicated the now metallic looking text into a new empty layer, de-saturized it, turned the contrast up really high and the brightness really low, which makes the brightest parts of the text white and the rest black. I merged that with an all black layer, which I then duplicated two times. Then I used the motion blur filter once on all three layers, with different angles each time; set the blending mode to screen, and merge the three layers into just one, fiddle around a little with brightness and contrast, and the "shiny" effect was done (it's actually a variation of the bloom effect seen in so many games, which works in exactly the same way (though usually with just one blurred layer) ).

And then I proceeded to do the rock texture, which never fails to look awesome.
