1) Read the board usage FAQ in the announcements forum. It doesn't answer this question but since you didn't read it before posting here you probably need to read it anyway.

2) Read the 'graphics tools and resources' sticky thread in this forum. It contains a list of software tools that can be used to resize and add text to images.
