While SCUBA diving we used to blow air rings all the time, same technique as a smoke ring to do.

*edit* On viewing that video, that is a whole different level of bubble ring. That's blue caterpillar level.

It's pretty much the same as smoke rings; ring vortices, except with air in the ring, instead of smoke.
