The historical cartoon symbol for the Democratic Party in the US is a donkey. Bush is from the Republican party and Texas, which explains him hog tieing the "Democrats" and branding their ass
It's also a way of saying he
owns them.

But the scary thing is, that would probably lead to a more stable and less interventionalist US than we have under Bush...
