And it's called Final Toon (the renderer).
These trailers are more 3D tho than cartoon, yet the faces use Toon rendering. Too bad the faces look odd, maybe it's the eyes being 100% wide-open at all times.

Final Toon is a render plugin for 3DSMAX, I think it's very popular now.
