The strophium-like breast support she is wearing is likely the cause of it--it's certainly meant to suggest that her breasts are bound very tightly to prevent pain/distraction during combat, though it would be rather uncomfortable in its own right, just not as much (obviously).

Odd ... in Pirates of the Caribbean, she looked fairly well-endowed. I'd be willing to bet that her breasts are being pressed against her by virtue of the tight, leather deal she's wearing.

Bad angle shot in flat lighting. Head-on shot with no shadows = no apparent depth so you can't see the curves which makes her look flat. Black as I've learned doesn't help either.
