Ok, I'm stupid. The humor is lost on me...other than the amusing look on the individual's face, I don't see what's so funny? Famous character?

Looks like a photoshop job taking the picture of Dukakis MkII---Uh---I mean Kerry in the space suit from right before the DNC convention and some guy in a tank trying to emulate the infamous Dukakis in a tank video from way back. (You young ones wouldn't get it)

It's some sort of play of of Clinton when he said that strength and wisdom are not opposing values. And yeah, I think that might be Kerry. I don't fully understand the joke, though.

Michael Dukakis was attempted to bolster his image during his presidential bid by riding around in a tank. It didn't work. He ended up looking like a complete dork, and was made fun of by everyone. Kerry had something similar happen when he visited nasa, and was photographed crawling around in one of those clean suits they have. He looked like an idiot.
