Editing pictures

What's a decent free picture editor that can handle jpg files? Paint won't open some screencaps I just captured, and I don't think I have anything else where I can see the number of pixels in a picture.

Paint won't open JPEGs for you? Paint opens them just fine for me, and will save as a JPEG, and all that.

Paint cannot read this file.

that´s an old version of paint. i´ve got an old version of paint on my old comp and it can only open and save .bmp.
