You mean the dark blue "clouds"? Thats a noise filter dude. Its a subtle homage to the crew that did the credits for the TV show. Because its easier for me to use. To do the same work in Photoshop would've taken me easily ten times longer. This took maybe 10 - 15 minutes to do in 3dsmax, and looks a hell of alot better than something that I sould've cooked up in Photoshop.
