At the time it came out I would imagine that boner was another way of refering to a bone headed move. So the paper is laughing at something really stupid the Joker did.

So "pulling a boner" would have been doing something idiotic and not spanking the monkey.

Boner! Hell, it was used as a name on Growing Pains back in the 80s.
