MSPaint, Circles, Their Centers, and Their Radii

Is there a way to get MSPaint's circle tool to define a circle's center on +click and its radius when I let go? Right now, it defines where the edges of the circle lie; not conducive to accurate circle placement...

What I do when I need to find the center of a circle, is zoom in on the topmost line on the circle and count how many pixels it is. Then I draw a line straight down. I do the same on the leftmost line, making a line going across. I erase the lines I drew and leave the dot at the center. I personally wish Paint had a protractor-like function, because there are times I would like to be able to put in points a certain number of degrees from each other.

Kinda kludhy, but i guess it's rather similar to what I do. I use the shift>line tool to make the 45degree angled lines.

If you use paint.net, you can make a cross in a new layer, make the circle, then delete the layer.
