Arguable, but Superman has a previous staement of going all out only against Doomsday [full power punches], and probably against Darkside who is masively superior to Superman.
One question though, did Superman hold back when he fought against Thor?

Actually, Superman did give Thor a blast of heat vision right before he caught his hammer and made him eat dirt. Superman wasn't using his full range of powers though; Thor still hit him once or twice. Had Supes been moving at superspeed, Thor wouldn't have even seen him coming.Thor would have possibly gotten "real" punches but Superman was not fighting at his best- no super speed, heat vision, freeze breathe, flight advantage etc' .
