Have a question. Does the planet Earth still have its own government by the time of TNG, or does Earth use the Federation government for everything?

An interesting question. Given that Captain Sisko was temporarily assigned as chief of security on Earth, it seems that, in the Paramount canon, Earth is treated much as the District of Columbia is treated in the United States -- namely, that it is governed by the Federal government, and not by local government.

The capital is in Paris? I find that fact very very disturbing. Extremely disturbing. Very interesting that Earth seems to have surrendered its soverign rights to the Federation.

I don't think the United States per se still would still exist in a unified world government. It's too small to be a regional or continental governing body, but too large to be considered "local". My guess would be that groups of individual states would be under some sort of sub-regional government, which in turn would be part of the regional North American government.
