[ENT Spoilers] "Great" Vulcan diplomacy
Apparently, the Andorrians set up a settlement on a moon near Vulcan space. Without any proof the Vulcans said it was a military base and demanded they could inspect it. The Andorrians refused. So the Vulcans annexed it and forcably removed the Andorrians.
It's a good thing the US didn't use this strategy with Cuba!

I think the Andorians knew the Vulcans were using it to spy on them and went in to prove it to everyone (which they did).
