I think I read somewhere that the computers by TNG era were suppose to be developed from the M5. I think there was a episode or two where the Enterprise was almost running itself.

Does that mean the Ferengi are the Munchkins and the Romulans are the flying monkeys?

Well, the computer core of the E-D is capable of sentience (obviously, if it created Dr. Moriarity in the holodeck), and they run a hell of a lot of the ship with the computer (to the point that if the main computer gets infected with a computer virus, the doors open and close at random). So it seems reasonable to assume they kept working on the M-5 and incorporated some of the advances that went into it into Federation computers, though they dropped the concept of the computer running the entire ship without a crew. Though there was one episode where the computer went berzerk and took over the ship anyway, so it IS possible even if it isn't intentional.
