another bluff? General Order 24

Is it possible this was just another one of Kirk's bluffs? I haven't seen the episode in years, but thinking about it, it struck me how nobody on the Enterprise was shocked at what Kirk had just ordered them to do.

I doubt it was a bluff, since it would be a gaping plot hole, but it's almost more reasonable than the alternative. Kirk and Spock are being held captive... so they destroy the planet?

I could see the Empire doing that but not the Federation, even the TOS Federation. But Kirk made his reputation by outfoxing and bluffing the enemy, so it almost makes more sense that that's what he was doing.
