I think they stole their warp tech rather than developed it. Except from their space technology, which they stole, they were primitive.
If warp tech is the only criterion, then they still wouldn't be covered by the PD.

While Janeway may decide to not deal with the Kazon because they are evil, using the Prime Directive to justify it doesn't work.
