TOS "TNG-style" phasers?

They have been used IIRC twice in Voyager. They seem to not be used frequently because they are probably hard to aim.
Thats actually why we stopped seeing them very much after season-1. We saw them twice more in TNG after season 1. We didn't see them at all in DS9. Why? I think they still have stun settings, and safeties. While there are, of course, ergonomic concerns when making a weapon so small, it seems an acceptable trade-off in this particular instance for the ability to conceal a weapon that offers substantial firepower for you.
