Is this book canon? Where can I find a source which states if it's canon or not?

Star Trek books are never canon, unless they are repeating information shown onscreen.

As a rule, book aren't canon.

There's very few exceptions.

Even we assume that to be only true for books written when that statement was made (late 2005), that still covers the book you're talking about, which was written in 2002. It's only "canon" in the same way that you might call the Star Trek Encyclopedia or Memory Alpha "canon," since it's describing things that have taken place in the episodes and movies. If there's anything in that book that isn't supported by an episode or movie then it ain't canon, end of.
