To me logic of at least one settlements on Ajilon Prime had shields but Capital Earth does not make no sense. I am talking during DS9 not during TOS.
If wish see evidence that during DS9 a UFP settlement had shields please watch this video form 10 minute and 15 seconds to about 10 minute 27 secounds. Listion part female doctor says they using them keep shields up around settlement. To my option Earth caught total off graurd
