The original name was not going to be six of nine. That is a Trek Urban Legend. However the choice using 7 of 9 is fairly easy to note. They added her for the sex appeal so they choose the name 7 of 9 because of how close it is to 69.

Or maybe they chose to call her 7 of 9 or 79 wich equal the IQ of salivating twit when you show a pair of boobs on the boob tube
