So those of you who play STO will be aware of all the variety of guns and gear you can get in the gam, ranging from body armour and personal shields to sniper rifles and photon grenades, area shield projectors to automated mortars.
However, does anyone know of any official background for what the standard equipment of starfleet shore parties and security teams is at this point?

are you asking for official backround info on the weapons themselves or asking what's the standard equipment for Starfleet away teams in STO?

From the Path to 2409:
One thing that may help Starfleet is an advance in power cell
technology developed by the research teams at Memory Alpha. The new
cells make personal shield generators feasible for Starfleet officers on
away teams.
"This new technology will keep our officers safe," said Starfleet
spokesperson Loris Brex. "It is just one example of what the Federation
can do. There is no problem that we cannot solve."
The first shield generators are issued to special teams on ground
assaults in the Archanis Sector. Once the technology is adequately
tested, it will be provided to all Starfleet officers. Three companies
announce that they are working on variations of the technology for
commercial use.
"Forget the shields, give us the power cells," said Soong Foundation
researcher Alexander Baker. "If we had access to the cell technology
now, it could cut two weeks off of our timetable to release a mobile
emitter for holographic lifeforms who don't happen to also be in
Starfleet." Starfleet medical ships, including the U.S.S. Pasteur, U.S.S.
Comfort, U.S.S. Curie and U.S.S. Fleming, are diverted to the Federation
colony in the Carnegie system to combat a highly-virulent plague that
reportedly has affected more than 80 percent of the population.
They invented new power cells, and made ground carried shield equipment a practical reality for Starfleet ground away teams. This was also used to integrate holographic crew members on board Starfleet ships.

Yeah. Shields are standard and most Starfleet personnel you encounter (including as enemies if you're a Klingon or whatever) will have them.
I get the idea that armor is supposed to be standard, at least for personnel going into dangerous situations, and just about every player is wearing armor... but I cannot actually prove that armor is a standard away team item.

Background information; rather than what's present in gameplay.
