Enterprise Phasers vs. Borg

After "Regeneration", some "frequency myth cultists" are arguing that the phasers in Enterprise are "unlikely" to have weaker firepower than 24th century phasers, so adjusting the firepower is useless, are there any calcs or canon data showing that there are no differences between two eras? Or the point of argument is that since it worked on screen, so it is canon that it works?
