I found a brainbug to be added to the site,

The San Fransisco Fleet

You know Starfleet is in San Fransisco right? guess where that came from, a Throwaway line, one written in a star trek book 30 years ago. It say "Enterprise was built in San fransisco ship yards" Someone apparently took that and ran with it, now Starfleet was based in San Fransisco, It was seen in Star Trek the motion picture. When TNG came around, Now the Entire Federation Goverment base was in San Fransisco.

Thats why the Feds are such pussies! Somehow the French stumbled upon world domination and now control over a hundred planets! It all makes sense, thats why they consider Klingons to be a Warrior Race, compared to the French, they are! We shouldn't be mocking the Feds for their poor military, we should praise them for not getting steamrolled over again and again and again like there ancestors did.

I had always heard that it was Gene Roddenberry who picked San Francisco, because he loved the city.

I think San Francisco was chosen as the HQ for Star Fleet far before the first Star Trek picture.

The "San Fansisco Yards" bit came from a plaque that was on the set of TOS from day one (right next to the turbolift dorrs on the bridge.) Not sure when they decided to put Starfleet headquarters there, but the shipyard seen in TMP was originally supposed to be in geosynchronus orbit above San Fransisco, but it was lowered in order to provide more striking visuals (according to the commentary on the Director's Edition DVD.)
