For a lot of people, they think what ever they see first is the way it should be and therefore the best. I can understand people liking Picard more than Kirk. TNG has aired with some regularity; the only way most know Kirk is through the movies, when he was still awesome but not in his 60's prime (progressively more obvious wigs, getting a bit fat and old in the films).
But Sisko over Picard? Lord Bombast vs. Mr. Shakespeare? I liked Sisko well enough, but he's not even in the same league as Picard or Kirk.
