Alon the same lines as y Babylon 5 thread in OSF, you are given, as of the beginning of TNG, a nation about the size and power of the Cardassian Union on the border of the Alpha and Bets quadrants. You have complete creative control in terms of biology, technology, culture, etc. in creating your race as long as it fits within the Star Trek timeline, and complete executive control over its government and people. You could institute for example, despite your low-tech and weak industry, tactics and creative uses for technology that could help you better rape your opposition, or other things. How will you react to things like the Dominion War, the Borg Incursions, etc?

Name: The Principality of Zeon
Number of Worlds: Roughly a dozen major population centers with a half dozen or so small colonies dedicated to resource production and defense.
Species: Predominantly Human with small minorites of other species, being female is a requirement for Citizenship.
Population: No official number is given but estimates place it somewhere between 75-80 Billion
Fleet Makeup: Surplus military ships purchased cheaply or scavenged (as many ships as possible for as little expense as possible) and then refitted with modern technology in areas that require it (modernized weapons and shields mostly).
Culture: Ultrafeminist Femtopia. Females are the dominant Gender and all males must be registered either as castrated familiars that are allowed a free existence within their master's residence or as unaltered private property and fitted with neural restraints that are implanted in the testicles.
In order to maintain a genetically diverse and viable population, Zeon imports genetic material from elsewhere, usually the United Federation of Planets. Zeon Gene Engineers influence the gender to be female upon artificial fertilization and are able to remove undesirable characteristics from the 'father' during the fetus' second trimester.
Lesbianism is encouraged but not mandated by the Head of State who wields absolute power as a Monarch, although superficial elections are held every few years to give the appearance of true sisterhood.
A marked distrust of outsiders, especially the United Federation of Planets and the Tentacle people of the Hentai Nebula, has led to Zeon's rise in military power. Through Superior tactics they manage to win almost every engagement with their neighbors, though it has yet to be seen whether or not they could handle a full scale attack or invasion or whether they could handle an incursion by a powerful race such as the Borg.
Zeon Citizens are encouraged to be avid scholars in their spare time and Higher Education is free, though all University students are considered active members of the Planetary Defense Force on the world they are studying on and must continually train to maintain their abilities.
Zeon was recently allowed for the first time to compete in the Federation Games as an invitee Nation along with the Klingon Empire and Ferengi Alliance. A diplomatic incident occurred when the Freakishly engineered Zeon Megathletes were barred from competing in the men's division, leading the Duchess of Zeon to refer to the Federation Ambassador as a 'chickenshit'. Deciding to humor the Zeonic team the Federation Ambassador pulled several strings and paved the way for female atheltes to compete against the men. Zeon's Uberwomen swept the entire competition, medalling in every event including the slam dunk contest. Zeon's ambassador to the Federation sent out a playful letter stating that if Zeon ever hosted such an athletic competition, the men would be allowed to compete in the women's division out of respect to gender equality.
Diplomacy: Zeon maintains embassies with only the United Federation of Planets and Romulan Star Empire. Their noted distaste for Klingons has led to several breakdowns in relations. The Klingons say the only reason they choose not to wage war with the Zeons is because they would find no honor in crushing a bunch of overzealous women, but intelligence speculates the real reason is because Zeon-Klingon Skirmishes generally end in a lopsided rout against the Klingons.
Recently, tensions with the Federation hit an all time high when one Keiko O'Brien defected to the Zeons along with the methods for developing plant-based sex toys, delivering a big hit to the Federation Economy by elminating one of their key exports.

Name: The Tribble Enclave
Number of Worlds: Roughly one major population center (Tribble homeworld, location N/A) with many small colonies and hidden cells of tribbles dedicated to procreation and spreading of the might of tribbles.
Species: Tribble.
Population: Homeworld can hold up to 15 km of tribbles. Estimates place average number of tribble deaths somewhere between 1-2 million per second, galaxywide.
Fleet Makeup: Tribbles use any ship available for transport, usually without their owners knowing. Tribbles have no dedicated military fleet. All combat is based on peacefully 'tribble'-rushing the enemy. The largest percentage of killed tribbles is contributed to Klingon ships. The survivors form the elite tribble hazard teams and are sent to Borg space.
Culture: Procreation and karaoke are very popular.
Diplomacy: There are tribbles onboard almost every space-capable ship in the Alpha and Beta Quadrant. Gamma and Delta Quadrant are only scarcely represented. All known civilized spacefaring races have labeled tribbles as a vermin to be exterminated. Due to a high tensions with Klingons, all future plans of Galaxy domination feature genocide of Klingons.
There has been no official first contact with any of the socalled civilized races.

Race: Vulcan/Romulan offshoot. Telepathy is not present, and emotions are tempered by a need to explore. Brow ridges are present but less pronounced than on Romulans.

Culture:
similar to TOS-style Federation. Exists on the outer edges of the Romulan Star Empire and is thus isolated from the Federation. Trades and affiliates with Romulan Star Empire, which sees the Minsharrans as a curiosity.

In a relatively resource poor region of the beta quadrant the 31 habitable planets in the region are inhabited by the Serraas Confederacy. The Serraasi are humanoids with slightly higher than human strength and stamina coming from living in rather harsh conditions, including slightly higher than standard gravity, they are also capable of going into hibernation during times of want. They're shorter and wider generally than humans, with the typical male standing at 5'6". Also, they have somewhat lupine features, though they look more like Klingons than werewolves. A loose coalition of worlds bound together by articles of trade, defence, and assistance. A legislature and planetary president govern each planet, while a council with representatives from each member world cajole the worlds for support and coordinate foreign policy and trade for the member worlds. The population is around 65 billion. An extremely capitalist society where anything is for sale. With nothing of value to export to powers such as the Federation or Romulans, the Confederacy exports its hardy and well trained soldiers to the highest bidder. The Ferengi and Serraasi have taken quite well to eachother with the Ferengi having hired the Serraasi for decades as enforcers, commandoes, and ground troops. While the Klingons respect the prowess of the Serraasi, having been consistently defeated by them in combat, the Klingons hold the Serraasi in disgust because of their mercenary ways. The Serraasi respect Klingon bravery, but pity them for their primitive tactics and lack of discipline. The Federation during the Dominion War out of desperation hired the Serraasi for ground combat helping in the invasion of Cardassia and liberation of key Federation worlds. The Serraasi through contact with the various powers as mercenaries have gained access to technology they couldn't have had for 20 years otherwise. After their performance in the Dominion War the Federation and Romulans have recently requested the aid of the Serraasi in designing training programs and equipment for their ground and security forces. Unfortunately the only piece of equipment adopted by the Federation of Serraasi influence is a neutered SpecOps Scout Vehicle.

I'll wiggle my way into most economies and then play the Swiss. I'm neutral, I'll defend my own armed trader galleons and protect the cargo inside no matter whose it is. The Federation can have cargo sitting right next to the Cardassian cargo and it's all the same to me.

I don't use the product I just sale it, well maybe the Risian pleasure toga, but I digress; the Klingon aphrodisiacs were mentioned by Kirk in TWOK after Bones gave him Romulan Ale and then said he had another present for him.

Name: Confederation of Independent Terran Systems (aka CITS, CTS, Confederation)

Size: 20 member systems, 50 mining and trading colonies
Government: Confederation; central government's powers are severely limited by the Articles of Confederation. Member systems have their own constitutions and system governments.
-Executive Branch: The head of state is the President, who serves a 6-year term and is elected by popular vote.
-Legislative Branch: Each member system, regardless of size, elects four legislators to the Confederation Legislature. Mining and trading colonies each elect one non-voting delegate.
-Judicial Branch: There is no national court system.
-Diplomacy: Neutrality is enshrined in the Articles of Confederation. Maintains relations with all star nations.
Military
-Confederation Starfleet: The Confederation Starfleet is closer to a police force than a military. It is responsible for interstellar law enforcement, border patrol, drug and smuggling interdiction, anti-piracy, and search-and-rescue in jurisdictions not controlled by member systems or in aid of them. CSF members wear uniforms resembling late-23rd century Federation Starfleet uniforms. It operates mostly smaller ships, although it does have several Miranda-class light cruisers and D12-class Birds-of-Prey, as well as several domestically produced capital ships. During wartime, the President is allowed to call up the member systems' militaries to operate under CSF. The central government is constitutionally barred from implementing conscription.
-Member System Militaries: The Articles of Confederation allows every member system to maintain a military. Member systems' militaries tend to be better equipped than CSF, although some rely on older, decommissioned ships purchased from neighboring powers. Most member systems' militaries are composed entirely of volunteers, but three practice conscription of both males and females. Five member systems have no military, instead relying on police forces.
Both CSF and member system militaries are barred from participating in planetary law enforcement, except during emergencies, by the Articles of Confederation.
Culture: Since there are 20 systems and 50 colonies, there are many cultures, but they all share many common traits. In general, CTS citizens tend to be far more individualistic and materialistic than UFP citizens, but have the ability and right to think for themselves. Despite the economic inequality that exists, the residents typically have a higher standard of living than UFP residents. Citizens are treated as equal regardless of species and gender. Sexism doesn't exist and speciesism is rarer than in the UFP. Ferengi citizens are not discriminated against and mixed-species people are usually comfortable with their heritage, unlike those in the UFP.
Entertainment doesn't only consist of listening to 18th century Earth music or viewing Shakespearean plays. Holodeck programs, holographic movies, and music created by CTS citizens are all very popular. Orion slave girls are a popular commodity in systems such as Farius Prime where the Orion Syndicate has a very heavy presence, although owning them is supposedly illegal (on Farius Prime this is ignored in practice) Sports, including several invented in the CTS, are popular in all systems. Hovercar races and demolition derbies are popular in a few backwater systems and colonies.
Citizens have more rights in the CTS than in the UFP. Personal property is recognized as an essential right and, while government-owned transportation exists, most people own vehicles. Freedom of press exists and, except in three systems, no media organization is controlled by the government. Citizens also have more rights during trials and are never tried by military judges (a common practice in the UFP).
Technology: The CTS is more technologically advanced than the UFP in many areas. CSF and member system militaries utilize ground vehicles such as hovertanks, airspeeders, and hoppers. Technologies such as cloaking devices, phaser artillery, transport inhibitors, ground-to-space missiles, and ground-to-space phasers are also used and all CTS planets are protected by planetary shields. CSF is currently attempting to redevelop the Genesis Torpedo to use as a weapon.
The technology used by civilians is more advanced than in those in the UFP. Many families and individuals own hovercars and personal starships and shuttlecraft are not uncommon.
Medical technology is more advanced than in the UFP as well. Many diseases that are commonplace in the allegedly disease-free UFP are rare in the CTS. Some researchers have developed technology that allows the regrowth of lost limbs, but this is still being tested.
Genetic engineering is perfectly legal and widespread in some systems. Adigeon Prime is often the destination of UFP citizens seeking to have their (or someone else's) brains genetically modified through "accelerated critical neural pathway formation," a procedure illegal in the UFP.
Economy: Capitalist; social democratic in some systems. Mining, shipbuilding, and trade are three of the major industries. The Orion Syndicate controls the black market in many systems.
History: When the United Federation of Planets was formed in 2161, five human colonies refused to join the UFP for various reasons. Instead, four of them formed a loose alliance and drafted the Articles of Confederation in 2165, which created the Confederation of Independent Terran Systems. (The fifth colony, Rutia, opted to remain fully non-aligned and independent.)
In the mid-23rd century, the social democratic government of the UFP was replaced by a communist government that sought to wipe out any form of free enterprise, merge the military with the civilian government, and force all citizens to conform to its way of thinking. Hundreds of billions of people throughout the UFP were outraged. On Turkana IV, riots over the UFP's new "reforms" turned into armed conflicts between several factions, eventually leading anarchy. At 40 Eridani A, the owners of the Yoyodyne Propulsion Systems (known for constructing the infamous USS Phoenix) were arrested and their firm nationalized.
On Farius Prime (which, despite being home to the native Farians, was 65% human), the planetary leaders announced plans to secede from the UFP and join the CTS. Upon hearing this, three more human-dominated systems announced plans to secede as well. Within a few days, ten other systems announced their intentions to secede and join the CTS as well. The new UFP government said it would not tolerate secessionists and would move to force them back into the UFP with military force if necessary. The CTS began preparing for a UFP assault on Farius Prime.
Due to the new UFP government's anti-military policies, many classes of warships had been quickly retired, the UFP's ground forces had been mostly eliminated, and even UFP Starfleet had been demilitarized. Despite this, the UFP attempted to invade Farius. The invasion fleet's tactics were incredibly poor due to the forced resignations of many experienced UFP Starfleet officers and the fleet was badly put together - several Oberth-class science vessels were assigned to it. CSF easily defeated the invasion fleet. The UFP government soon realized it couldn't fight a war with the secessionists, the Cardassians, and the Talarians all at the same time and reluctantly allowed the sixteen secessionist systems to secede.
In the years leading up to the Dominion War, the Dominion made several attempts to infiltrate the Confederation Starfleet and government, but was thwarted each time. In late November 2373, the CTS signed a non-aggression pact with the Dominion and remained neutral throughout the war.

Name: Star Kingdom of Saint Diego
Capital: New Texas, Saint Diego (SD-4), Saint Diego System
Size: 10 Member systems, 7 "protectorates" mainly used as military bases,4 colonies in "Cadet" status (full civil and legal rightsm representitives in Parliament in nonvoting status pending minimum population achievement) 3 systems currently under the administration of the Star Kingdom following the invasion of the Talarian Republic.
Population: 100,000,000,000 citizens (plus 15 Billion Talarian subjects)
Government: Constitutional monarchy with strong executive power in the Monarch. Parliament consists of a House of Lords and Commons. High Court of New Texas is the "Supreme Court" of the Kingdom. Federal system of governence among member systems.
Current Monarch: King Matthew VII
Diplomacy: Maintains a "Gentleman's Agreement" with the UFP with regards to neutrality in any armed conflict with between the UFP and any other power. Maintains relations with all Alpha Quadrant powers, excepting the Tholians. State of War exists between the Tholian Assembly and the Star Kingdom, and a Cold War exists between the Star Kingdom and the Dominion.
Military
Navy:The Royal Saint Diegan Navy (RSDN) Is equal to or better than the Federation Starfleet in terms of quality. It has long been a policy to have the military trained as a professional fighting force, rathar than the "make-work" that Starfleet is infamous for. While a few "Ships of the Line" exist, most of the RDSN consists of smaller ships intended for anti-piracy endeavours, as well as several hundred heavy lift ships for planetary invasions. The Line Ships that the RSDN does employ tend to be larger and more powerful than their Federation counterparts.
Army: The Army is known throughout the quadrant for it's tough, singlemindness of "getting the Job done". During the Dominion War the Star Kingdom invaded and occupied the Talarian Republic after the Talarians began diplomatic talks with the Dominion. The professionalism of the army during the invasion of Talar has become legendary. The Army of Saint Diego is one of the best equiped and trained ground forces out there.
Culture: Like many Human nations not part of the UFP, the Star Kingdom has dynamic and modern culture. It's films, both 2D and Holo, have consistently ranked among the top films of the Alpha Quadrant. Personal Property is cherished in the Star Kingdom, unlike in the UFP. The Star Kingdom also is the center of many traditional Human religions, including Christianity, Judaism, and Islam.
The average subject of the Star Kingdom tends to be rather more conservative towards government spending, outside of the Military budget.
Economy/Education: The Star Kingdom is a free-market economy with moderate government regulation. The Royal Exchange in Glasgow on Saint Diego is a leader in stock trading. Saint Diegan companies easily rival Ferengi buisness concerns. While there is a Royal University system, most member planets/systems have their own universities
History:
Saint Diego was colonized in 2163 by the Outward Exploration Sotck Company, which was owned mostly by the Bucher Family of North America. As Earth became more and more integrated into the Federation, the Buchers engineered a secession in 2179. In 2182 Stephan Bucher was declared King Stephan I. The Star Kingdom benefited greatly from it's relative isolation from the rest of Humanity, and it's federal system of governance with heavy emphasis on individual rights encouraged heavy immigration, especially as the UFP become more and more centralized in it's rule.
In 2209 nearby system of Vinland was invaded by the Tholians. The RSDN handidly defeated the Tholian taskforce, and Vinland voted to become the first system to be annexed by the Star Kingdom. Over the next hundred years another 6 systems voted to join the Star Kingdom, although one of those instances nearly led to war with the UFP when Sumatra seceded from the UFP in order to join the Star Kingdom. Since then there has been no loved lost between the two nations.
In the 24th Century only two systems joined the Star Kingdom, both Saint Diegan Colonies who reached over a billion on their primary planets. In 2349 a 5 year conflict with the Tholian Assembly kicked off, with a truce being signed in 2354 restoring the status quo.
During the Dominion war the bordering Talarian Republic made diplomatic noise about joining the Dominion Alliance. Rather than wait for a Dominion fleet to show up on it's doorstep, the Star Kingdom invaded and Occupied the Talarian systems.
With the end of the Dominion War, and the ocucpation of the Talarian Republic, the Star Kingdom's borders now brush up against the disintrigating Cardassian Union. The RSDN's primary tasking in recent years has been piracy supression in the Cardassian Union.

Multi-Planetary & Planetary Senate: Limited to one five year term
Regional Representatives: Limited to two five year terms.
Species: Majority (34%) Human; Species demographics include many other Alpha and Beta Quadrant species.
Technology: Slightly under to slightly superior to UPF standards.
Superior design, materials, and shipbuilding techniques mean that Coalition ships do not require a Structural Integrity Field to keep a ship together. SIF’s are used by the military as an emergency measure in combat situations only. Uses bulkheads instead of force fields for containment and compartmentalization.
Inferior power generation technologies require their ships to be larger than most other governments vessels as it is required that they mount at least two generators on their ship, since the Coalition refuses to use unstable matter/antimatter warp cores.
Weapons and shield technology is simultaneously inferior and superior, as they do not use frequency based technology.
Electromagnetic force screens are used instead of shields.
Planetary screens have been developed
Ablative armor has been used for many years by the Coalition on its starships, aerospace and ground assets. It is believed that a security leak allowed the Federation to steal examples of an older type of ablative armor for use on their own ships.
Instead of M/AM torpedoes in the 65 Megaton range, they use fusion warheads with a 100 Megaton yield.
Instead of phasers or disruptors, they use neutron based particle accelerators and X-ray lasers.
They do not posses an active cloaking system, but have developed practical stealth materials and highly advanced Electronic Warfare equipment.
Genetic engineering and cloning are completely legal in the Coalition and are highly developed fields of sciences, able to replace lost limbs and ruined organs as well as reversing many forms of congenital birth defects.
Military: Ground forces are combined arms units equipped with Heavy and Light Armor units, IFV’s, Troop Carriers, Artillery, Aerospace support, and conventional Infantry.
Space forces are concentrated around a few Heavy Cruisers and Long Range Torpedo Ships with a major concentration on Fast Destroyers and Escort Frigates.
Culture: Xenophobic. Though tolerant and open amongst other citizens of the Coalition, outsiders are viewed with suspicion and distrust. All citizens have a high standard of living and have a great deal of personal freedom in their lives. The only two major infringements are population control and military service. All natural born citizens must, upon age of majority, join some branch of the military for a period of two years. This is required so that all citizens have some degree of military training should they need to be called into service during some kind of national emergency. The only ones exempt are those with uncorrectable disabilities and non-native born citizens. In fact, non-native born citizens cannot enter military or government service at all, but other than that enjoy the same freedoms as any other citizen. And the population control is for evacuation plans. With the history of enslavement and the threat of groups like the Borg, plans were drawn up for mass evacuation of the population of the Coalition. When a family wants children they must either wait for conformation from the government that they can safely evacuate them off the planet or provide proof of ownership of a vessel that can safely evacuate them with the fleet.
History: The Coalition was founded by a group of humans that left Earth behind shortly after the formation of the Federation. Before finding a suitable homeworld, the fleet was captured and the colonist enslaved. It was three years before the survivors were able to break free and escape, taking many other slaves with them. But again, before they could find a place to settle, they were captured by another group, who enslaved them again. This time it was seven years before they could escape again. After this escape, they found a home far from those that had tormented them before.
They set up a colony, and attempted to reverse-engineer the technology that they took with them on their escape. They were able to develop some primitive weapons with what they had, but nothing that would help them in setting up a viable colony. The weapons however soon came into use, as another threat came to their world and tried to enslave them. With the weapons they were able to stop the invaders. After this, a group of the colonist set out to build up a viable defense force while the rest worked on the colony itself.
During the intervening years, a strong sense of cultural unity emerged, as the newly formed Coalition had to fend off repeated attacks from the last invaders, whom they dubbed Toadies. As word spread of them they started to be approached by individuals and groups who wanted to become apart of them. They were mostly escaped slaves and people who were considered second- and third-class citizens on their homeworlds, people who came to them at great personal risk. Though suspicious of any outsider, they wouldn’t turn away anyone from one of these backgrounds.

Since the Federation has fallen into communism, I would create a new Democratic Republic in the galaxy. The United Planets of America. It would be a place for people fleeing oppression throughout the galaxy.
I would build up the military. Then I would bring Democracy/Republicanism to the galaxy.
Name: United Planets of America.
Location: Hidden in what is thought to be unexplored space.
Government: Democratic Republic
Population: As many as want to immigrate.
Military: A Fleet to rival any of the enemies of Freedom (with ships in a pure military role), an Air Force/Starfighter Command, an Army, and a Marine Corps.
Culture: Accepting and tolerant. We welcome all who love Freedom. Citizenship is available to men and women. Voting age is 18.
History: Group of Federation colonies that declared their independence after the communist revolution in the Federation. The Federation fought a war to reclaim their territory but lost. The Federation's Party hid all records of these colonies and the war to cover their embarrasment. All who fought in the war and the non-Party officials who knew of the outpost colonies were sent to the gulags.

Question before posting
What are we using as the accepted Shield Strength of a Galaxy of Soverign Class Starship?
My space-empire will be using rail guns, and I don't want them to be too powerful and have the Starfighters rip a UFP ship apart in 1 shot.

As long as the stuff comes from a civilisation whose technological advancement, resources, and industrial capacity could plausibly come from something equal to the Cardassian Union, the reigns of explosionating and ass-kicking are in your hands.
Also, remember that you guys can actually affect the timeline of Star Trek from the point where you take control if you wish, say by destroying the Federation and replacing it with your empire, taking control of the Wormhole and trying to invade the Dominion, etc. as long as anything you do could be accomplished by your nation.
We'll assume 100-megaton shields on a Galaxy as a rule.

race: Augments genetically advance humans
size :60-80 billion - 5-10 major world 20+ resource , ship building colonies, 50+ conquered worlds.
military:(a little bigger fleet than star fleet) fast small ships no bigger than a cardassian cruiser (1 is a equal math for a nebula class fed ship) , several times stronger/faster than a human we are the most lethal troops in the quadrant. unlike star fleet we wear full body armor with personal shields , rifles with sights , use stun and plasma grenades. in combat we prefer to take out the enemy shield then board and kill the crew taking their ships and tec to upgrade ours.
government: military rules with the strongest at the head
diplomacy: the only major power we get along or have any relationship with is the ramulans.
culture: we are a warrior race hellbent on destroying the federation and reclaiming earth as our home. we train form as soon as we can talk to become the smartest best equip , and the most efficient fighting force in the galaxy. everyone in our society is either a scientist , a engineer or a soldier and are train from birth to fit all 3 of those rolls until the are 15 the chose the one they like rolls. we take everything else from other races or slave labor. our dedication combine with slave labor make is easy for us to keep up with the huge federation.
tec ; we are less advance that the fed in all areas except military and transporter and cloaking tec. we focus all our efforts into making better more efficient military tec. we also recently got the long range dominion transporter and the jem' hadar personal cloak for dominion ships and troops we kill while helping the ramulans in the war.
ecomomy: a kinda capitalist /socialist( everyone get everything they need to do/prepare them for their job ) monetary system . currency - imperial dollar
history: everyone thought all the embryos were destroyed but one of soong most loyal partner saved 10 000 on another klingon ship the had stoles and headed out in space for 20 years before the found our new home world -new earth- which is now just beyond fed unexplored space .
