Phase cloak all ships and large munitions like torps

Everything reasonable said before, esp BenRG's ideas

Artillery firing large photon grenades,

Issue grenades out to marines

Tanks

Interview 7of9 to extract information about Borg tech

Develop omega particle tech in empty deep space for use as a weapon of mass destruction in a last ditch scenario (example vs empire, might as well kill a few ships before you die)

Retrofit Delta Flyers with pulse phasers as the primary weapon, and load each with 6 qtorps

Implement pulse phasers on any ship below 200 meters

Implement chemical/bioweapons

Have sleeper cells of spies in every neighboring empire including allies to stage a coup if neccessary

Further Develop TR-111 (I don't think this can be jammed, because having a bullet transport exactly like it left the barrel is unneccesary, so jamming will only create imperfections (unacceptable when transporting humans however). Perhaps use lower resolution transporter to lower power consuption of rifle)

Trilithium torps- access codes only known by top brass, and need codes from at least 5 to activate(possibly redundant due to omega, but warp travel in region is still possible)

Phased cloaked torpedoes

Phased cloaked spy installations, possible hidden inside stars or moons

Phased cloaked starbases inside stars :D in case federation is invaded for guerilla warfare

Improved high resolution replicators able to replicate anything (after all transporters can move anything)

Salvage debris from destroyed Borg Cubes

A few large superships with multiple warp cores and literally coated with phaser emmiters and turrets for pulse phasers

All warp cores on defensive ships will have high fuel consumption for more power, meaning less range

thats alot of use of phase cloak, especially since the technology was a one-time thing.

Were taling major overhaul here, it would probably bankrupt the UFP.

I thought the UFP didn't use money.

But first they would need Marines to give them armor. And don't tell me the idiots they use are trained Marines, because they are not real Marines, more like pathetic, girl scouts could probably kick those guys asses.

Phase cloaking a starbase inside a star wouldn't be such a hot idea, as everybody would be blinded.

What does the inside of a phased cloak ship like? Does it look normal or seethrough? If normal I don't see a problem. Just remove all windows. For the starships docking, just cover the windows. Besides if cloaks don't work just use multiple metaphasic shields, each shutting down after 5 minutes and handing off the job to another one. Power would not be a problem, since energy can be drawn from the star. How to get rid of waste heat is another problem. Also docking, since shields cannot be lowered.

Phased Cloaked photorps might be bad in case of duds, since the enemy now has a copy of the cloak.

Oh and implement tactical nukes/antimatter bombs for ground troops.

Orbital defense station photorps would be stuffed with 20kg of antimatter and matter each and would carry 30 of these and 3 1000kg torpedoes for use against borg. There would be 200 of these around major planets like Earth, Betazed, and Vulcan each.

Oh and please comment on whether transporter jamming will matter against bullets.

Random shield frequencies

Joystick on all reasonably manuverable ship

Specialized jobs, instead of everyone knows almost everything.

Once transwarp is done, begin stealing tech from DQ races. (BTW would the time dilation planet have tech equal to the empire (at a smaller scale of course) due the the speed time passes by (1 week=10000 years, so a couple of years...).

How a bout some iron sights on the guns, and some good old fasion kinetic weapons.

Phase Cloak ships seem to project a field around the ship that makes the entire ship phase cloaked, but with their being phase cloaked the inside of the ship and everything surounding the ship to the buble still act like "normal". This is why we didn't see any rock in the E-D bridge when they moved through the asteroid.

Now as to my own personal ideas. While there are some improvements needed on the ships itself, they compare good enough against enemy ships. The first two things that Starfleet needs to fix is their officer programs, and their lack of a real ground force. With those two fixed the Federation can assault other ships with Marines, and they will have properly trained officers who can beat the enemy in strategy and tactics.

There is an interesting note about "phasing rate"; one must wonder what importance this has. Perhaps different "phasing rates" are necessary for different materials or environments.

Hadn't noticed that before, good point. That would make ST phase cloaks a variable use item, but they would certainly still have a use even if this theory is correct.

Hide the warp nacelles. They're too vulnerable. And start working on alternative FTL methods because warp is too slow.

If I were Starfleet, I'd outfit the ships with the new Ablative Armor and Transphasic Torpedoes brought back by Future Janeway. I'd also add Tri-Cobalt Torpedoes to the armaments of Federation warships. I'd also start doing research into Quantum Slipstream and Transwarp drives. I'd also like to see that Super Phaser that the Future E-D had in "All Good Things..."

Above all else, I would say more specialist training. There is no reason that the same crewmen who are manning the bridge should also be going on away team missions, negotiating treaties, defending the ship in boarding actions, making repairs, serving as scientific staff, etc. (aside from the obvious problem of the low budget Paramount produced the show on limiting the number of actors they could employ.) Riker, Worf, et al should NOT have had to leave the bridge to repel a boarding party... those crewmen who were grabbing phaser rifles earlier should have been doing that.

I don't think so. I suspect that the 'phase' referred to is the quantum phase (technobabble, but this is Trek) of the space-time continuum. Basically a phase cloaked object is twisted slightly out of alignment with the rest of reality - not so much that it is looking into the fifth dimension or anything. Just enough so that phased physical objects cannot interact with non-phased physical objects.

TNG - "The Next Phase" raises an interesting point about phase cloaking. Firstly, the phase cloak isn't an active field like a normal cloaking device. It is a manipulation of the physical properties of the object being phased. Once phased, an object will stay phased, even if the cloaking generator is destroyed. Remaining phased is an entirely passive act. Without an active phase generator to restore the object's quantum phase to normal, the object will remain phased out of normal reality permanently.

One question though: When Geordi and Ro were phased, how could they breathe? The rest of the Romulan scout and the Enterprise were in their normal quantum phase state, so there should have been no air in their new continuum to breathe... Hmm... something the scriptwriters overlooked in an attempt to make a technobabble exposition-free story. Well done, guys! Too bad you didn't do the same for Voyager! :D
