Perhaps the idea was like comparing a gunboat armed only with m-60 machine guns to a Iowa-class battleship. The gunboat could shoot its gun at the Iowa all it wanted and would not damage the Iowa in any way. The tiny laser weapons on the two tiny little ships in that episode(that didn't even have warp capibility) apparently could shoot until doomsday and not penetrate the light shielding used by the Enterprise to deflect micrometorites.

thats been the general consensis of most every one. With a logical mind. The navigation deflector's quote was cut short in the final cersion form the actual scripts. Leading to one of the biggest stupid misconceptions EVER.
