When you can have any planet in the galaxy, I imagine terraforming takes a back seat, hence its cost. I bet after the Clone Wars alot of terraforming was required to fix planets; but honestly they probably just resettled the survivors.

Depends on the planets. If there were any Core or Colonies worlds slagged, they probably re-terraformed them; it would be a major loss of influence if they re-settled in the Outer Rim. As for any Outer Rim worlds slagged, they probably were just forced to re-settle on other inhabited worlds; it's costly to buy or terraform a world.
