My comment on Imperial "under-militarization" was meant to put things in perspective. Its the nature of empires to be "under-militarized" because they aren't under threat. The Roman Empire ruled 80-100 million people with less than 500,000, and most people think of Rome as this uber-militarized, society with this huge army they used to put down any resistance. The Roman Empire had no reserve with which to conduct offensive operaions. And they only had one soldier for every 1600-2000 people that means only .16%-.2% of the population was in the military so actually the Galactic Empire seems to me to be more militarized than the Roman Empire one of the best and most feared armies in history. Also, the Roman Republic when it was under threat from the Gauls, Spanish, Greeks, and Carthaginians, and during the Civil Wars which resulted in in the formation of the Empire was extremely militarized with 170,000 out of a manpower pool of 350,000 mobilized. Which implies that the Galactic Empire if under threat from a dangerous outside enemy or during a major civil war, would and could perhaps mobilize half their able-bodied male population.

Convert the outer hundred kilometers into troop barracks, with each taking up thirty feet(including half of the depth of floor and ceiling until it reaches the half that is the next level in each direction). They have enough raw transport capability to strip the oceans off of a world just to show off how vindictive they are, moving any half-way reasonable number of people around should be a trivial exercise if they choose to expend the resources.

Bollocks. The only reason it was defeated was because the Rebellion had Luke Skywalker. No other reason. If Palpatine hadn't been killed by Vader, nothing would've changed.
