i forget...i think the first season the ep. Outragous Okana the two under powered warships were threatening picard that they would fire and they said that the lasers wouldn't even pass the navigational defelectors...now i know that this is cannon but i'm sure someone will firnd a flaw with my logic...it always happens...
In regards to the SW vs. ST side of this, Imperial weapons are not laser-based. More importantly, however, the statement is referring to the firepower of the two ships involved, and not the weapon that is actually used.
In "Loud as a Whisper," the Enterprise was at risk from flying into a battlefield filled with laser-based weaponry. Borg cutting lasers have repeatedly caused significant damage to the Enterprise (I believe that "Best of Both Worlds Part 1" was the first time we observed this). In "Suddenly Human," Enterprise is again threatened by ships with laser weapons. I think those are all of the examples of laser-weapons in ST that have been documented. It is clear that the "Outrageous Okona" quote is actually a reference to firepower, instead of the type of weapon being used. Additionally, something that is immune to an energy weapon is simply nonsensical.

What does shields have to do with navigational deflector?
The angle of attack. The navigation deflector only needs to protect from objects directly in front of the ship. However, I remember a scene from BOBW and that would have had to penetrated the navigational deflector.

So, basically the shields and navigation shields are separate systems. In the case of BoBW, the laser would have had to go through the navigation shield, but was effective in doing so despite statements in "The Outrageous Okona."
