Borg forcefields don't stop matter, as demonstrated quite nicely in ST:FC. They are also frequency dependant, as also demonstrated in ST:FC. Even if IG-88's blasters are frequency dependent and don't have enough raw power to burn a hole in the shield, the impact will impart enough momentum into the drone to tear out all the implants, killing the drone. It that doesn't work, IG-88 still has a a massive arsenal of other, non-energy, assassin weapons.
