When have they ever done this? They didn't do it when 8472 was
firing on them, and they certainly didn't do it in "First Contact"
or "Best of Both Worlds." The cubes seemed to just park
themselves in the middle of a firefight (which isn't good in itself,
but that's another argument altogether).

Also, I don't take into account shield recharge, since I did say
X no. of qtorps over the course of hours. However, it's apparent
that the cube's peak dissipation rate is FAR in excess of what
it can take over hours or more. Why else could a cube effortlessly
shrug off the E-D's deflector discharge in "BOBW"?

I don't exactly know what Bean was alluding to, but all of your examples of when the Borg have NOT raised back-up shields were flawed. In FC, the Borg was involved for hours or even days of continuous combat against a Federation armada. It is almost certain that their back-ups would also have been strained by the continuous barrage. In BOBW, the Borg may also have been doing this off-screen. Remember that we did not see anything of Wolf 359, except for the brief prologue for DS9, which showed nothing of any relevence on this topic. Finally, against S8472 they also might have been trying to raise additional deflectors. They may have even succeeded, but had their shields destroyed anyway by 8472's comparatively heavy weapons. Alternatively, they may not have had time to raise their shields.
