They had them why not use them. Besides those destroyers sent to Coruscant were part of the gifts for Leia. Truefully the majority of the ships the Hapans used was the ships of their own make plus some captured ISD's that they probably saw as expendable.

I'm of the opinion that they were happy with their ships the way they were. After all, the primary mission of the Hapan Battle Dragon was to slaughter pirates and smugglers trying to fleece the Hapans, and from Han's account, it did a chillingly good job of it (17 out of 20 ships in a smuggling convoy destroyed by one Dragon IIRC).

When your ships' primary qualification is the ability to beat the snot out of hotwired, (comparatively) poorly shielded and poorly armed renegades, you don't really need a ship that can trade blows with a massive battleship.

In addition, the Hapans compensated nicely for their lag in TL tech. First, with their Dragons' rotating turret chains around its saucer, then with the Novas' ten Ion cannons and high speed. With all that on their side, they probably figured 'why bother?'

I can remember certain instances where the Hapans did somewhat lament the lack of sharing of the TL technology despite the friendly relations with the republic. However readingthis post gave me the idea that Hapan tLs do the job they are intended todo, and that perhaps they are more cost efficient.
