What about setting a warp or QS equipped warhead to reenter realspace half an inch (give or take) inside the target? Warp might be interdicted, though... but what about QS? Does anyone have enough of an idea how that works to know whether it even has an AMRE or if it can be interdicted artificially?
There's not enough evidence, though QS resembles Hyperdrive in some respects. It may be interdicted like hyperdrive.. But that's conjecture. There's simply not enough info. Thus, we fall back on the fact an ISD will pick up even a QS drive ship a long way off, and be able to move.
What about a DS? Does that have sufficient maneuverability to evade a QS Dreadnought? The only other alternative would be to engage QS Dreads through the wormhole to target Coruscant and other major Imperial worlds. This, however, would require a major ideological shift in Starfleet's commanders, or acquisition of the weaponry by a non-Starfleet force who is willing to use it in this way.

I know that Mike would bring up the Imperial response being to annihilate Fed worlds, but I think after the first few strikes (as per the Campaign page) it wouldn't make much difference.

EDIT: This also assumes, of course, that whoever has these things can equip them with a warhead of sufficient yield to not only breach planetary shielding but annihilate at least the majority of the planetary population afterward. Have we seen any tech in ST sufficient to that purpose?

It may be possible, with these technologies, for the Feds to establish a policy of MAD with the Empire on this basis. Maybe. The Imperial command are not noted for doing what's best for their cause. lol
