Praetor = President from the roman, elected magistrate. Strike one for Romulus
Continuing Committe. = This does sound dubious, but appears to be closer to a Cabinet, and all the members are already senators.
Senate = We know what this is..
Compare and Contrast with the Feds
Federation Council = Politburo,Quango
President = Last seen to my knowlage in ST6

We see the Fed Pres during DS9 Paradise Lost - he also stated he was asked to stand for election and that he almost refused because he was happy representing his people on the council.
Thats all we know about him except he had a cabinet (an undercover Section 31 man was on it) and that by the close of the dominion war he is the former president.
On another note during a power black out it is the Federation president who must allow martial law to be declared and not the earth president (if such a guy exists) - but prehaps allowing martial law on any world must go past him first, still seemed odd though.
