Any of the Maquis...Ensign Ro, Thomas Riker, even all the way up to Michael Eddington from DS9. The Maquis would still have a beef with the Cardassians of course and would eventually turn on them with Imperial Tech, blowing the Cardies out of the deep vacuum of space.
I could imagine Sela doing such a thing, once she realized the Romulans would get stomped. She would even lead them to the slaughter.
Berlinghoff Rasmussen. For those who forget, this was the guy from the past who claimed to be a time traveller from the future. In reality, he had stolen someone else's time machine. I think he would try to defect to the Empire, but he was so annoying, someone would show him the useful end of a blaster sooner or later.
If the Imperials attacked the TOS Era, then Harry Mudd would be all over the Empire, out of sheer cowardice for his life. Would also most likely end up like Rasmussen.
The Duras Sisters. Unfortunately, the Imperials seem to be a little racist toward non-human species, so they would probably wind up in some Imperial forced labor camp.
Lore. Hell, he allied himself with the Borg, I think he would sell out to the Imperials very easily.
Gul Dukat. Same as Lore, except substitutute "Borg" with "Dominion."
That's about all I can think of for now.

Ensign Suter (Brad Dourif). If he had the opportunity. Imagine this guy as a Sith Apprentice. He'd become a REAL whackjob at that point.
Switching gears to the Rebellion/Federation side, here's a few ppl I think would help them:
Captain Okona from the episode (ST:TNG) "The outrageous Okona." He's definitely the scoundel with a heart of gold stereotype.
I think Alexander (worf's son) would defect from the Klingons...he's not a very good one, and I think he would want to fight for earth. A Longshot guess at best.
Vash, the girl that Picard met on Rysa. Another one of those not-really-evil just misunderstood types. I can see it happening.

Odo (condition: Less Racism. Then again, given the seer volume of humanoids in the Star Trek galaxy, that may not be a huge issue). The empire represents the ultimate in order. Hard for a changeling to resist.
Besides, if he got into the law, he'd work like he did under the Cardassians
Bashir: He's smart enought to know when it's over.
Voyager:
The Doctor (reprogramming him is easier then reprogramming your VCR)
