"heavy" is a highly subjective weapon rating. It may mean respective to the tonnage of the vessel in question, the weapon is a heavy emplacement.
As for stats, they're highly bent to gameplay and I don't think they're realistic.

Which is really not far off from 64, the actual number of HTLs onboard an ISD2.

They say there are 60 XX-9 Taim and Baik double turbolaser turrets--these are the "60 HTL batteries." Quite convienently, they don't exist.

Only EGVV specifies (erroneously) that there are 60 heavy turbolasers on a ISD as XX-9s. WEG orginally mentions 60 5 gun TL batteries that are rated at 5d. The True HTLs aren't mentioned in WEG because of game considerations; "Your light transport got hit by one of the Heavy batteries and was vaporized. Roll new characters."
In the very first sourcebook, the capital ships weren't even given a hull or shield rating b/c the characters weren't supposed to have ships strong enough to hurt a capital scale ship, and all starship weapons were the same scale (essentially starfighter). The characters had to run, hide or die.
WEG gave the MC80s 48 TL batteries, EGVV turned that into 48 TLs in 4 groups of 12. As much information EGVV pulled from WEG, they sure didn't do a good job of 'getting it right'. I've seen a lot of people point to EGVV stats and then say that WEG is crap.

Well, I once scaled the guns out at about 1.8gt each, but that was before the Ep2 ICS came out. That made each gun about 1/10th a ISD1 HTL turret.
Also, the 10 guns on a Carrack are spread out, some sources say 2ea f/a, 3ea l/r; I prefer 2f, 4ea p/s(due to gameplay considerations). Light weapons at 5ea f/p/s/a.

Carracks would be an ideal choice for this. They would be able to defend themsleves and they are supposed to have a good bulkhead system so crew casualties would not go down that much. But what about something like a dreadnought? Granted it is around the size of a GCS and it could destroy a lot of stuff, it could be good in this situation.
