Without anyone seeing you, when someone is watching your every move? No. You have to take a moment to, in plain sight, stuff something up the barrel.

Furthermore, phasers have emitters, not barrels, so it doesn't apply.

Stick something in front of the emitter. The radiation will vaporize the stuff ( harming anyone holding the phaser ) and even conduct energy into the frame of the weapon.

We were going on about how OTHER incidents point to poor design, such as the fact that you can rig a phaser to explode when the trigger is pulled in under 2 seconds (voyager). O'Brien's case only shows that the detonation wasn't very powerful.
Thats from the Epiosde where seska's programme takes control of the holodeck yes?

That wasn't Tuvol Doing it, it was Janeway reprogramming the holodeck form the outside.

Janeway reprogrammed the holodeck so it'd be POSSIBLE to kill Seska, she had nothing to do with the phaser.
