Hell even if it did work once the odds are that the empire would figure a way to stop it from happening again after all they have scientists and engineers of their own. Look what happens every time ST develops a technobable device its never seen again. Maybe because the other races develope a defense against it and things quicky go back to the way it was.
Plus do you really think that the federation would actually try some of these means when you consider how bad they are at tatics. Example they beam the captain to an enemy ships that you have just rammed how dumb is that.
