Oh, silly me. Of course it is, since turrets sticking out of their hulls would break the "elegant smooth plastic ship" image.

Note that the Enterprise-E has a torpedo 'turret', but we've never actually seen it fire in any direction other than straight forward. I also don't know that we ever saw TOS phaser turrets fire in other directions either. So these ships have the appearance of turrets, but not the functionality.
