Depends on the government in charge of the ISD. Imperial captain would threaten to BDZ the planet, then start taking it apart one grid at a time. Either the ISD captain would say screw them and just leave them behind, or just in case they give up valuable information, just slag the planet and all that remain.

Yes, the ISD Captian gives a chance for them to give the hostages back then slags the world, or just slags the world (Or at least that section)

Once the government started to lose control of the population, an Imperial garrison would have come in to restore order. Unlike SF which was unable to go in.
