Geordi's "twenty times our maximum warp" figure would give the conduit a speed of about 40,000 x c. However, on this trip the ship covers 65 light years in a matter of eight to ten seconds, a speed of around c.
It has been a long time since I seen Descent, so I really do not know about the "eight to ten" seconds deal. Even the author of this page questions why the speed of Transwarp in Descent contradicts other Star Trek episodes. The math seems right, so does anyone have any thoughts on this piece of 411?

If that is the case, then in this instance Borg Transwarp is twice as fast as the speciality hyperdrive in the Galaxy Gun. Why not invade the Federation using the speed of transwarp as an advantage? I dont think theres any way to match these figures with TNG (its probably even beyond TOS standards) so its probably a case of "what you talkin about Geordi".

Not sure what you mean. If c is the speed of light, and you cross 65 light years at c, then it would take you 65 years to reach it (hence the name: light years)...
