Does it work both ways?? I mean lets say Alien race Beta has heard of it and is more advanced than the Federation .could they cite the Federations Prime Directive as reason not to give them technological aide?

They could. But the Feddies would probably just whine about it. The Prime Directive is the Federation can't interfere, other groups can adopt it if they want to and not be a part of the Federation.

I think there was early episode of Voyager that had a similiar idea. Voyager's crew was trying to get some device that would transport the ship about 40,000 light years. I think the leader of the alien government didn't want to give the tech to the crew because he enjoyed having them as guests and also it was against the gov policy to share tech with outsiders.

I also think that most of the godlike beings on Trek are under the same type of restrictions about non interference with more primitive races which is probably why Q considered such a troublemaker - he's like the Kirk of the gods, always breaking the directive when he feels that it doesn't work.
