Well, we know that Federation scientists expected to be able to use harness the particles around the planet to help the peoples of the Federation. That would certainly suggest that the particles had a very generic affect that would work on other species, even those that were not indiginous to the planet.

So, if I had to bet, I would have to say that those particles probably worked on any living creature.
