A little to much luxury

I know that our prisons are lax but this is one luxury too many. I think that the money would be better spent on a needle exchange program, if they want to cut down on disease.

Makes sense to me. Prisoners are going to give themselves tatoos no matter what, so you might as well make sure they do it safely.
And you may ask yourself, 'Where does that highway go to?'

so is that how they decided to spend the money once used on stab-proof vests for the guards?

Apperently they have decided not to provide the guards with stab proof vests because it shows that the inmates aren't trusted.

Yeah every dangerous criminal needs to know guards can trust them to stab guards when they`re pissed at something :roll:

:wtf: That is some seriously messed-up pc type thinking. Either that or it's an excuse to be cheap and make the guards go out and buy their own stuff.

Its similar to the mentality on peacekeeping operations, where certain equipment (like helmets) is not used or worn because it is viewed as an escalation of force by the other side.
