He probably means development time - since, according to this article, the first F-117 prototype flew in 1982, and wasn't unveiled to the public until 1988. The B-2 prototype was rolled out at the same time.
There never was a B-2 prototype, but there was a technology demonstrator.
I have some personal experience with the B-2 programme, and can assure everyone that the public roll-out was the debut of the very first airframe. It had been completed for a short while before the roll-out, but the first flight that is publicly aknowledged was the first flight.
People in this day and age tend to forget how monstrously over-budget it was, and how much was riding on it's public image for continued funding. As soon as it was practical, they put the thing in front of the cameras.
